A basic explanation is: Internet consists of several independent physical computer networks all over the world, connecting to each other with a communications protocol called TCP/IP, in which all computers understand. Internet does not have a physical central server that runs the system. Every network is completely independent and knocking out one network didn't prevent the others from keep talking to each other and that was the idea behind it.
